Extended Producer Responsibility makes the company that puts packaging on the market pay for its end-of-life collection and recycling. Fees are charged per kilogram of each material, and under eco-modulation the rate now depends on how recyclable the packaging is — so the same tonnage can cost very different amounts depending on design. Each material's fee is simply its annual weight times its per-kilogram tariff. For plastic, an eco-modulation factor is applied on top: a discount for high recyclability grades (A and B) and a surcharge for low ones (D and E). The exact modulation bands, and the base rates, are set nationally by each Producer Responsibility Organisation and revised yearly, so treat the seeded rates as a starting point and replace them with your PRO's published tariffs for a firm number.
